These Regulations replace the Landfill Allowances Scheme (Wales) (Amendment) Regulations 2011(the 2011 Regulations) that made amendments to the Landfill Allowances Scheme (Wales) Regulations 2004, and they re-make those amendments. That is being done because of defects in the 2011 Regulations. Further defects were noted in the present Regulations, and the Government therefore intends to re-make them before the Committee has reported on them.
Technical Scrutiny
As they are to be re-made before they come into force, it is not considered necessary to present a report under Standing Order 21.2 in respect of these Regulations.
